Real estate cadastre system. 10th anniversary.
Armenia is the 2nd among 175 countries.
On June 30, 1997 according to RA Government decree the system of real estate cadastre was founded, and already two years later became a member of UNO, land management group bureau of European committee. In 2005, a discussion was carried out in Geneve on the experience of our country in the sphere of cadastre system reforms and establishment of real estate market. The conclusion of the discussion was the following: the introduction of a united system was successful and could serve as a good example for other countries. The same evaluation was given by the WB in the sum-up report of credit programs, as well as in the annual sum-up base, which is: Armenia is the 7th among 175 countries. In the year of 2006 we were already on the 2nd place.
This is already the high mark of 10 year activity of the system. Yesterday the anniversary was being celebrated in the cadastre state committee. The anniversary included solemn ceremony and ceremony of presenting medals and letters of gratitude. As the RA deputy prime minister, minister of territory administration Hovik Abrahamyan noted, "this is a very sensitive system, which deals with all layers of our population, that is why the overall attention to it is quite comprehensible. The system is stabilized during these 10 years, but this is not sufficient yet, and constant steps are made towards enlarging the system transparency, improving the service of citizens ".
As to the last two points: before passing on to the solemn ceremony, there was the opening of new building of Shengavit subdepartment of the committee. "There is a necessity of improving the building conditions in marzes as well" noted Manuk Vardanyan, president of state cadastre committee, "this year we will do 16 of them. Improved building conditions suppose qualified service". The former building of Shengavit district (which provided service to Malatia-Sebastia community and 1/3 of Shengavit) was in emergency state and in very bad condition. The new building has heating and air systems, head of subdivision Arsen Bidzyan can control the work of his employers from the own cabinet (everything is recorded), entrance to the archive department is limited only to certain people with the help of special "chips ". On the clipboard of general department all the necessary information as well as the price list of deals is found. By the way, there is also a little division of "Haypost", where the citizens can make payments. The subdivision can provide service up to 100 citizens per day.
For the 10th anniversary of system establishment the prime minister presented medal to the deputy president of cadastre committee Ashot Musayan. Letters of gratitude of RA prime minister were given to the head of registration department Hakob Martirosyan, head of Talin subdivision of the committee Henze Eghiazaryan, "Institue of Geodesy and cartography" director Hovsep Petrosyan. Manuk Vardanyan was presented by medal of deputy prime minister. 35 employees of the system were presented with medals and monetary presents from the president of the committee. M. Vardanyan provided a short summary of the 10 year achievements.
According to it: 1. Property and other interests, as well as the acquisition and management of real estate, assurance of property circulation, and basic laws of system regulations were legislatively regulated (more than 300 legal documents): 2. System of property right guarantee was established. 3. Cadastre mapping was completed. 4. Address recording register was introduced. 5. Personal property pawn and financial rent register was implemented. 6. 1.6 mln land tax and 800,000 unit establishments (including public and industrial) property levy basis were defined.
"Each year 120,000 current registrations are made in the system, around 200,000 data is being provided, 1 bln dram of state levy is collected. Of course the system has problems, which arise during the work and demand everyday efforts towards their solution. We will continue to take steps towards developing the sphere for the sake of prosperity of our country", - concluded the president of state cadastre Manuk Vardanyan.
